Report a translation problem
I'm on a desktop.
Quad Core i5 6500 3.20ghz 64bit
Twin Frozr R9 390x 8gb GDDR5
16gb Corsair Vengeance DDR4
OS is on an SSD
Game files are on a 2tb WD BLACK
All I did was go back to a save that I knew the hotkey's were still working. Deleted everything newer and then re-varified the game files, did a reboot and then it seemed to fix it. I don't know what caused it, or what I did to fix it. Honestly I don't know.

Just 1 problem with that logic. I have never used actual player created mods. I have nearly 4,200 hours in Fallout 4, never used a mod, don't plan on it. It has to be something else. Something everyone is over looking. Like maybe we hit a unique combination of keys thats causing it. Only I have no clue what combination of keys that could be. Funny thing, since I posted about this months ago, it's never happened again, so I'm confused at what the cause might actually be.
Then I entered an armor workbench, and suddenly the hotkeys and third-person view was fully functional again. I did some tests with the still bugged saves, and it seems like entering any crafting-type menu (weapon modding, cooking, chemistry, etc.) fixes the issue. The bug doesn't return when restarting the game, so it seems like doing this fixed it.
Hopefully that's the end of it. I have yet to find out whether this is going to be a recurring bug for my character or not...

you can also use a stimpak and the hotkeys should return, this fixed it for me, accidental find since i needed to use one but it fixed the bug
