It's the Recruitment Beacons. Build one and no companions will go anywhere when you dismiss them. Dismantle it and they go back to their normal behavior and go where you tell them to go.
If you want to dismiss a companion and they're stuck... find another companion - say cogsworth, and ask him to join you. That will dismiss the stuck companion. Then dismiss Cogsworth.
