Where can i get better gear?

im lvl 12 and still only finding leather and raider armor and pipe guns.
and junk outfits.

Vendors, gunners (although i wouldn't recommend fighting them till later) and from random places and enemies - especialy legendary.

keep playing OP and you will get better gear, it unlocks at differernt player levels and enemys will eventually have better armor then you are wearing

I was able to get a non pipe sniper rifle off a gunner and Trashcan carla did have a machnine gun of some sort.. but i havent been able to find her again (or the armor guy) and the other shops (farm and diner) dont have much of anything.

You didn't explore far enough, thier is several other locations in game that have traders, but I don't want to spoil it for ya

Mass fusion building has gunners, with combat armor.

Also, do certain quests that have special rewards. Like, Danse will give you Righteous Authority if you complete the ArcJet quest.

furthest ive explored is south-y lexington the collage and police hq (brotherhood of steel meetup) and the tiny farm to the south the minuteman quest First step sent me to. only foes ive seen are raiders, ghouls and wild life. and one group of half dead 'super mutants' that were figthing a pair of settlers and 3 raiders that ended with them all killing each other cept the one raider whos head i then took out with a sneak headshot.

Trashcan Carla usually hangs around Drumlin Diner.
Not far from there to the southwest is some derailed train cars. Go check that out. You'll find a suprise waiting for you.

One word:
EXPLORE.
Seriously, you won't find anything just staying near the start of the game. If you want better gear, you have to fight some tough enemies and take it, or spend some fat caps buying it. Once in a while you might find something, or get it from a quest, but the biggest source of better gear by far is adventuring and scavving.
Level also plays a strong role. You just cannot find certain things until a certain level.
Believe me, I understand your pain. I remember when I first found Sturdy Combat Armor.
Imagine fifty billion rainbows, and the sun was setting, and the moon was also setting, and you were there in a gazebo, and Zeus descended from heaven and gave you a million dollars.
That's what it felt like. Even though it was something so simple, the mere fact that I had found an improvement after having nothing but ♥♥♥♥ armor for so long was a miracle to me.
You'll find better ♥♥♥♥ eventually, trust me.

If you're hard up for Power Armor, just go grab the free suit hanging out under a lake, near the wrecked Vertibird.

ive got a suit.. (from main quest @ museam /w deathclaw) and some extra parts from.. randoms. and some others i have to go colelct from the benches in lexinton and the collage.

which wrecked vertiibird? ive seen at least .. two and half. (one on the museam one by the radar dish and half of one ... somwehere else.)

There is also one by a set of satellites east of Sanctuary. It's also close to a Fatman and mini nuke
