60fps in Diamond City too. Remember godrays is off and I am using a custom SLI profile in SLI inspector.
Don't know about that yet. Have not done any settler stuff yet as it doesn't really appeal to me. I haven't even returned to preston gravy or whatever his name is since I know that is where you start the settlers mission.
Diamond City is a seperate cell that doesn't count, its the city areas that are connected to the main game map that are a problem
check areas like Bunker Hill or outside the entrance to Goodneighbor and see what your framerate is, its not related to God Rays its just some kind of performance bug with the game engine in the city area
I can only get 40 - 50 around the city directly after refreshing the cell from coming out of an interior, but I get stuck down to 25 - 30 almost instantly until I leave the city area of the map, its a flaw in the game code with purging the memory buffer or something in the city
I have never encountered this. Has anyone ever told you that your i7-2600K is not really that good any more, with the DDR3 1600Mhz not helping at all?

So much for your claim of everyone get the "bug" in the city at even 1080p.
If you don't think it's partly your PC fault, try TW3 maxed setting at 1440p right at this scene

sure blame my CPU/RAM instead of game, if it was my CPU then I wouldn't be getting 60 - 144fps everywhere else in game outside
No a CPU bottleneck is when the chip maxes out to 100%, Mine doesn't, most games it stays around the same CPU usage your screenshot shows
No dude, the chip does not need to max out 100% because not all program can use 100% of the CPU unless VERY BADLY CODING, or you are running stress test/encoding video.
I had AMD FX-6300 before and I have NEVER seen it at 100% playing video game even when pair with GTX 1060. And I'm 100% sure the AMD CPU bottlenecked it.
