Download and install that. Launch it, let it find Fallout 4 and then click the green check mark. Go into there and drag and drop the mod into Nexus Mod Manager. Find where the mod is in Nexus Mod Manager and right click it, select enable mod. Launch the game and enjoy playing with mods...
This should make it somewhat easier for you to handle any mods you go with.
If you dropped it in the Data folder and it's not working, I'd say try the mod manager.
1st off Fallout 4 doesn't nativly support mods. You must edit the Ini files to enable mods, then it's best to use NMM to install mods as it makes it much easier to update and remove them in the future. Also simply droping the .esp file into the "Data" folder isn't enough to get some mods running. You have to enable the esp file and NMM comes in hand for easly doing that as well.
