Not at all, try this in the console:
player.placeatme 001a62d4 1
You may replace the 1 with how many you need, just note: spawning more than 8 at a time can cause some to fall through the floor
Another note: Console commands do NOT disable achievements.

You'll need the script extender to give yourself perk points, the game by itself doesn't have a command for it.
That, or just get a mod
