Bethesda won't do anything for you.
Also Minigun and Flamer were never bad, just compared to energy guns were absolete in terms of weight and ammo used.
Minigun was alright but it was bottom tier for big gun.
The flamer was useless due to short range and low damage beyond if special kill animation It brought nothing to the table.
I think you can use the console to change values of your gun ;)
Otherwise get a mod or download the creation kit and change some numbers ;)
I give the missiles, nukes, and miniguns to the companion. So far unlike Raul none of the Fallout 4 companions have used a nuke, the settlers carry the fatman but I haven't seen it used yet. Between the three weapons the mini seems to be the weapon of choice.
A buffed missile, nuke, or mini would be okay for settlers since the settlements usually see the same enemy at each raid. Then there would be the problem with ammo. I gave one settlement all launchers with a couple missiles each and took away the pea shooters. They used the missiles up, spawned new pea shooters and never used the launchers again.
Missile launchers and fatman launchers have a special script that makes ncps use ammunition.
However every other gun as long as they one round they have infinite ammo.
The point I was trying to make is with the OP and buffs on big guns. I believe the only real advantage would be settlements but the limitations on ammo would still be a problem.
This made me laugh. Thanks.

With this you can get achievements even with mods!
The rudest minigun I've seen (outside of explosive, which is just as dangerous to the player anyway) is an Irradiated Minigun which, along with the Nuclear Physicist perks, does 100 radiation damage per shot...
Depending on the barrel, it can do something like 4k DPS, before chem buffs, etc... Normal minigun doesn't even break 1k DPS according to in-game info...
Isnt rad damage worthless against half the things trying to kill you
Yeah, I thought so too, but strangely, it tears supermutants, ghouls, (glowing) Mirelurks and even Deathclaws to pieces... Maybe not as quickly as it does other enemies, but quickly enough...
I can only presume that since it's doing 100 damage per shot, at hundreds of rounds a minute, it is somehow overwhelming their supposed immunity - clearly a broken aspect of the mechanics, but it works, even if only a small amount of the rad damage affects them, etc...
