Those types of enemies only have unique types like the Ancient Behemoth or Nuka Mirelurk Queen IN THE NUKA WORLD DLC

I've seen legendary Mirelurk Queens, I'm pretty sure. Not 100% sure, maybe like 70%, was the one that spawns in that Far Harbor quest. As for Behemoths, I've never seen one Legendary but honestly they rarely ever spawn for me. I only ever see the one from Lexington, Swan who can't be Legendary since he's unique, and the one in the BoS quest where you ride a vertibird

I know Mirelurk queens have the capability to be legendary, I spawned a legendary one to test my settlement defences one time. I cannot remember if they spawn normally though, and as for OP I have never seen a Legendary behemoth.

That same mirelurk queen also continually respawns there after the quest, and she's always legendary.
