Do you recall interupting a conversation (Maybee with Quest Preston or Quest Hancock? (Quest meaning non-companion role).
Does the issue occur only on dismisal or also with replacing (Inviting other companion which triggers an exchange between the one leaving and one coming.)?
Just some things to think about.
I don't think I interrupted any quest related conversation and left, at least if one was interrupted by say a wandering npc I resumed it.
It does occur when replacing active companion in the same way- "talk focus" camera lingers after choosing where to send Curie, etc. Forgot to say that.
After testing this a couple dozen times, sometimes when dismissing Curie my character will continue to look toward her just as occurs when leaving a conversation that can be resumed. In this case it's like the conversation mechanic is just hanging as there is nothing to resume. Once talking to another npc with actual dialogue my character's head goes back to normal.
Also, once the bug has set in I've tried several commands- disable/enable, recycleactor, kill, resurrect- to try to "reset" the companion, non of which has worked to restore "talk" and healing...
Oh BTW, Dogmeat's talk option is NOT effected! 0_o
I have actually been playing for many hrs since the issue with dismissing Curie appeared, as described above. Just kept that save. Just now I started the first BOS quests on the Prydwen and at the start of "Tour of Duty" I recruited Danse. He had the talk bug and did not move.
In frustration I did recycleactor, which moved him somewhere else, moveto player, kill and resurrect, which did not fix anything. Then I jumped off the Prydwen and fast traveled to a settlement, Danse followed but was still immobile. Knowing that combat has unstuck immobile companions, I fast traveled to Scrap Palace, into a large fight with raiders and mutants. Once everything was dead, Danse was following and to my astonishment his "talk" option worked!!
I doubt the bug started with Danse as I did all the police station quests early on before even meeting Curie, and without any bugs.
Not sure which of these actions un-bugged him but for now I'm happy. Expecting the bug to reappear at any time though...
Reset AI not helped
Since posting this thread the only thing that reliably fixed this was loading a save game from before it started. However, I've been playing FO4 recently and have found that with the latest Unofficial Patch and the mod Buffout 4 https://www.nexusmods.com/fallout4/mods/47359 bugs are at a minimum. My companions have yet to glitch out, though I have been primarily using the companions from the mods Outcasts and Remnants, Project Valkyrie and Depravity (all developed by mostly the same ppl and integrate together).

It fixes all the companion bugs, allows you to customized what gear they wear, give them unlimited ammo or make their power armor never break. You can turn all the hates/dislikes into loves to push affinity to the max real fast. You can modify the looks of your companions and a bunch more options.
It also allows you to have multiple companions at the same time, up to 5. ANd they feed off each others dialogue options.
Just wanted to give a thumbs up for Amazing Followers Tweaks. It fixed a Piper bug that made her not follow after completing the interview. She would agree to follow but never get off the couch. Console commands could force it but affinity never grew since she didn't respond to anything I did. She's fixed now.
