Settlement Construction Fix Mods
So Settlement Building has a lot of problems... I want to compile a list of mods that fix most of the vanilla problems, without being too extreme like with Place Everywhere (Men should not have the power... But also because I want to build and place objects that aren't floating mid air and fit as intended). Any mods that add things like foundations, 1 unit walls and upper floor tiles, etc, and make my settlement buildings look at least like they aren't going to eventually topple over in the breeze?

Also, is there one that allows you to patch up the sanctuary homes? This one is minor.

One mod I found very useful is that one which really cleans, not to mention recycles, the most of the ground garbage. And I can't think of a settlement without CWSS Redux v2 mod anymore. All games should be written around it from now on..
I usually don't give links, but I'd make an exception for once as a sign of respect:

Speaking of scraping ground garbage, I just found Spring Cleaning, which does that. The Red Rocket Station has never looked better. Maybe I should ask this in another thread, but can you mix .esp files downloaded from Bethesda.net with the Nexus Mods? There are a couple on Bethesda.net I want and I can't find a suitable replacement on the nexus.
I'm still using both, only a couple of Bethesda mods and 40 from Nexus. There is a guns mod I began with and I got addicted. But maybe I should clean it all and work only with Nexus mods as I'm still a couple of mods I can't activate.
I know of two scraping mods, one does a better job, but I forgot which one and I'm, thankfully for I'm at work, as far away as possible of my gaming PC.

So far I'm just using the rug and post "glitch", as well as console. The latter is a bit of a cheat I suppose, making things line up and stuff. But I don't consider the former to be glitches at all, it seems like it's by design.

Yesterday I patched up Croup Manor without any mods, just the console. For example, on top floor with the big holes, I just placed roof/floor tiles on the existing floor, then used the console to lower them down into the floor so they fit. Also, you can't place stuff on its second and third story roofs and overhangs, so the console comes to the rescue! Now I have turrets on those overhangs.

I use lot's of mods from both Nexus and Bethnet, haven't noticed any problems.
I use Fallout's ingame manager to handle activation and load order.

You can use console commands to strong arm placement? What commands? I'll need them probably.

getpos
setpos
modpos
getangle
setangle
modangle

Each takes an x, y or z. The gets return a value, the sets and mods take a value. The z axis is down. Most settlements are NOT aligned with x and y, but a few are. Most floor blocks are 256 units along x and y, and maybe z as well. Play around, you'll figure it out.
