I'm not sure what water pumps have to do with your food numbers. Are you sure you know what you are doing? Are you using any mods?
Some settlers like Codsworth or Mama Murphy cannot be assigned to farming.
If you have, you should assign some settlers to work the plants.
In build mode, select a settler and then go to one of the plants and assign the settler to it. Do it again for another settler, and so on.
One settler can provide up to 6 food, so you can figure out how many settlers you need (Mutfruit provides 1 food, all other plants prove 0.5 food per plant)
There is a problem in Hangmans Alley, where the settlers will not enter the eastern part of the buildable area. If you planted your stuff there, then they will not go there, but will still provide the food.
that settlement is bugged to ♥♥♥♥
it takes weeks or sometimes months for sent settler to arrive there (not via beacon but via "move") if they even arrive in the first place.
plants grow before your eyes
and assigning settlers to a job takes few days (they don't go right away and do it it just lags for few ingame days)
