Report a translation problem
I have no idea what the bench in your workshop menu there is or why it has a weird perk requirement. It might be cause by an outdated reference to the AWKCR bench from another mod.
Looking at the Mod on Nexus it seems to want the Armor Crafting (manaquin) workbench. If you are not finding the armor there, I don't know what to say. Ask in the mod posts in the mod page for assistance. depending on how many mods you are running there may be issues with menus available in the Armor Crafting Bench.

However, that workbench is only used to craft the items added by that mod. It wouldn't affect the mod Scavenged Mercenary Gear at all.
Are you sure you have all the required mods? You need The Mercenary Pack as well as AKWCR.
Now that I think about it, you're right. ASE has you download other stuff from other mods, including AWKCR.
I have all the mods you mentioned. I guess I have to look more into the categories to find out exactly where the armor is being crafted.
Yeah, needed the Mercenary Pack, didn't catch that.
That's weird. I didn't know Eli's mod came with a workbench. I do indeed have Elis Compendium, as I also have Better Settler's, and that mod requires it to use extra features using Eli's stuff, but I didn't know you could craft them as well.

I have a potted plants mod where the author added a new copy of Picket Fences inside a shed next to vault 111. Once you find the mag you can craft the potted plants. I'm pretty sure that armor bench mod is done the same way.
As a rule of thumb I suggest you bookmark all the mods you download to make it easy to get back to the mods page And to remember which mods you have installed. Plus, Always read the whole description, especially the install and uninstall directions.
Edit; As you know by now that bench with the mannequin is the bench for Armorsmith Extended and there should be an additional weapons bench in your build menu for modded weapons.
Silly Steam, I thought I had made this edit of me figuring it out, to my last post, I guess I removed it.
It is indeed Eli's compendium as mentioned before. It's not a perk at all, it's a schematic. I guess the Vault Boy reading the mag icon is probably the best way to illustrate that:
" You craft new armours at the "Armour Crafting Workbench", new crafting furniture added by the mod. You need to buy schematics from Ellie to get craft the workbench in settlement. There is also a workbench at Ellie's shop."
