You sure it happened Before you installed your first mod???
Do a clean install of updated drivers for your GPU.
Since it does freeze the game, try lowering Shadow Distance to medium and turn Godrays off.
If you downloaded the free HR texture pack DLC, try unchecking it in your Library DLC for the game. Then re-start Steam.
I'm absolutely certain, and I can recreate it without mods installed.
I just installed the new Nvidia drivers, got the prompt this morning and did a Custom/Clean install.
Could it be that I'm playing at 144Hz? I know the higher the fps, the ♥♥♥♥♥♥♥♥ Bethesda products get, but should I head back down to 60Hz? I'll test that.
So far myself and another player that has contacted me have been able to fix the issue:
Lock your FPS to 60 or lower, simply put.
It sucks to play a game in 2020 in any framerate lower than 120/144/165 if you're spoiled like me, but sadly this seems to be the experience Bethesda is selling us. If I find a legitimate fix that is more convenient. I will be sure to update for anyone who may find this.
It is in fact enough to limit FPS in your Windows to 120 and setting iPresentInterval=2 in your SteamLibrary\steamapps\common\Fallout 4\Fallout4\Fallout4Prefs.ini
Do not change setting afterwards though. It reset iPresentInterval=0 for me.
Had this same problem last night and here is the precise fix on Win 11:
1)
- Right click on desktop, choose "Display settings"
- In the Related Settings section, click on on "Advanced display"
- *In Choose a refresh rate section, select either 60 OR 120 fps
2)
- Navigate to C: Users> (User Name) > Documents > My Games >Fallout 4
**Change BOTH of these INI files (tried only one and it still errored when testing, doing both caused me to have no problems)
- Open Fallout4.ini file
- Find or search "iPresentInterval" and manually change the numeric value to:
- "1" if using 60 fps
- "2" if using 120 fps
- Save the file to overwrite the previous version
- Open Fallout4Prefs.ini
- Find or search "iPresentInterval" and manually change the numeric value to:
- "1" if using 60 fps
- "2" if using 120 fps
- Save the file to overwrite the previous version
- Run Fallout 4, load your game, and test out by jumping from any height- you will land without a white screen and audio loss.
*Don't forget to change your Display back to optimal fps settings if/when switching to other games.
**I have no official training in computer science etc, but this worked for me. Maybe both files don't need to be changed, but I had 100% success doing this!

It can be (sort of) offset by having a decent PC, but it'll still break. You'll be lucky if you get to complete the main quest without things falling apart.
Mods, my friend. Mods. I'm sorry, maybe when FO4 came out, 60fps was the standard but as it stands now, 60fps is unplayable. Can't blame people for wanting more out of their game they paid money for.
Mind showing the mods that fix more than just the physics? Don't even bother linking the Physics fix or the FPS boosting ones. They're total garbage.
The ones people use, don't actually fix the engine behind the screen. They make it look that way, but it's not. If it fixed it, Bethesda would have hired the guy's who did it for Starfield. They didn't, because it doesn't fix it.
You just listed the mods lol. They work just fine. The fps booster is kinda pointless because I've never had an fps drop ever. But the physics fix is why we're here and it does it's job just fine.
