Report a translation problem
To get the Institute Killer Weave mod, you need to do the 1-6 Randolph Safe House quests.
There could be mods that help but I only can offer up the game flags, sorry :)

I have about a dozen playthroughs to at least that point and it's never 'glitched'.
So, what EVER the problem, it's not common.
Due to the dialog flag setting, it is possible to miss the chance of learning this mod. Drummer Boy will keep telling you Tinker Tom wanted to see you but Tinker Tom won't initiate the corresponding dialogue. Console command SetStage 5BC93 260 will fix this.
One may also get this mod without doing P.A.M.'s mission with the following console commands:
Set RailroadClothingArmorModAvailable to 1
Set RailroadClothingArmor_ChanceNone to 0
This is a glitch indeed and I get it reproducable in my survival playthrough. Once you unlock access to ballistic weave you can immediately check that you can use it in Railroad HQ. Then travel to Diamond City, one a market armor mod station you can check that is still working, but once you enter your house in DC and build an armor mod station in it... ballistic weave mod is gone, you can neither decompose reinforced item, nor craft your own. Checked that ♥♥♥♥ 3 times, hate you Bethesda.
Also fixes above not working, since that variables seems to be set in valid values.
It is actually very common. VERY COMMON. I also have never had it happen to me, but I have read it happening quite a lot over the last 2 years on this forum.
