Ballistic Weave not working (Survival)
I have a Survival character at level 54 so starting a new character is out of the question as I'm finishing this playthorugh completely.

I did all 3 DIA Caches for PAM, both Butcher Bill missions, and a whole bunch of other missions for the railroad. Drummer Boy tells me all the time that Tinker Tom has something for me to look at from the DIA but when I speak to Tom he never mentions the weave. He doesn't sell it and I can't see it in the armor workbench for things like fatigues and fedoras.

I desperetaly need BW for the rest of the game, is there any way I can fix this?

(I'm willing to download a mod if I have to)

You should have access to 'ballistic' weave after proving loyalty to the Railroad, completing the 'Jackpot' radiant quest and then talking to Tom.

To get the Institute Killer Weave mod, you need to do the 1-6 Randolph Safe House quests.

There could be mods that help but I only can offer up the game flags, sorry :)

I have already done all this as stated in my initial post. It's a glitch. Telling me what I've already done won't help.

I have already done all this as stated in my initial post. It's a glitch. Telling me what I've already done won't help.

lol, sorry I wasted your time.
I have about a dozen playthroughs to at least that point and it's never 'glitched'.
So, what EVER the problem, it's not common.

There is a console command to unlock the possibility of crafting ballistic weave

Due to the dialog flag setting, it is possible to miss the chance of learning this mod. Drummer Boy will keep telling you Tinker Tom wanted to see you but Tinker Tom won't initiate the corresponding dialogue. Console command SetStage 5BC93 260 will fix this.
One may also get this mod without doing P.A.M.'s mission with the following console commands:
Set RailroadClothingArmorModAvailable to 1
Set RailroadClothingArmor_ChanceNone to 0

Even though I hate losing achievments I prefer being able to finish my playthrough. Thank you for pointing me in the right direction.

Yeah and they have fixed it so you don't even get the [M] on your savefiles.

This is a glitch indeed and I get it reproducable in my survival playthrough. Once you unlock access to ballistic weave you can immediately check that you can use it in Railroad HQ. Then travel to Diamond City, one a market armor mod station you can check that is still working, but once you enter your house in DC and build an armor mod station in it... ballistic weave mod is gone, you can neither decompose reinforced item, nor craft your own. Checked that ♥♥♥♥ 3 times, hate you Bethesda.

Also fixes above not working, since that variables seems to be set in valid values.

Pam's first mission is setting up a new crash area. It's the first mission, and it has to be completed. It typically involves clearing Hangman's alley, but can be the area Ziomandia Station, far to the north. You must have established this safe house before you can get the bioweave.

It is actually very common. VERY COMMON. I also have never had it happen to me, but I have read it happening quite a lot over the last 2 years on this forum.

That sucks bro! Level 50+ in survival mode, all legit and now you have to screw up your acheivments because the ♥♥♥♥♥♥♥♥♥ havent fixed an almost 3 year old game! SUCKS That is why I never play survival mode.
