Yes. Your flashlight follows perfectly the movement of your head, lighting up everything your eyes are actually looking at. I've never been able to light up a ceiling or the floor for instance, even while looking at it. My flash light keeps looking straight, no matter where my eyes are looking.

every vault item in the workshop comes from the vault-tec workshop DLC, also, the vault doors are 4 yards thick, made from steel and can survive a direct nuclear strike
