Also you need to complete all the memories not just the first 3 to get the shipment quest.
I did all the DIMA quests - but I still didn't get the next Quest. Must be a bug - LOL

And jeah its the Storngest Armor without beeing a Power Armor :P
So you dont need a Power Armor Frame to use it - just click it and you wear it ;-)
There is stronger armour then the Marine/Recon Marine.
As I said, I did all the DIMA quests which should have given me the “Find The Marine Combat Armor Shipments” quest, but it didn’t. I had to use the PCs console command to get the armor.

Base without Power Armor it is - 50 Dam-, 49 Energy- and 10 Rad Resist are the Base Stats of a Marine Assault's Chest Piece.. with what you want beat that please without Modding the Game? :)
But back to the Topic itself - did you look under the Side Quests Tab (usualy its at the Button of the List) and depeding how many you Roam around more then one Quest you can activate. By the way dont forget to activate Side Quests itself or it wont show up on the Map!
The Heavy Operators ( Non Legendary) Has 55 Ballistic and 55 Energy resistance. With Legendary that would be 57 for both, whereas the Recon Marine is already legendary and is only 50/49 or 49/50. I think both the Pack and Disciples heavy armour both have this same rating.
They weigh a ton though.
Not if you have the Light weight mod equipped on it. It halves the wait of all the pieces making it much more manageable.
They still suffer from not being able to roll as random legendary pieces, though (a downside shared by robot armour and all helmets, even the vanilla ones).
It does win in Radiation damage which is ok, but seeing as most of the time you don't need a high amount of radiation resistance i would still rate this as more protective then the marine armour.
It's somewhat helpful versus glowing ones (and variants) and the COM (and variants) and i suppose versus the background radiation at times. If you really need radiation resistance - which in most cases you wouldn't, unless you were fighting afformentioned enemies - you would most likely use either the Diving Suit (it's pretty cool, but only good for swimming/rad resistance (which it's inferior to the radiation suits)) or the Radiation suits.
That's another good thing about the operator/pack/disciple armours: they can be legendary. I haven't got any (maybe i have 1 or 2, but i'm not 100% sure) of the heavy pieces, but i do have a couple of light pieces as legendaries.
As a side note: The Operator armour looks fancy.

The Heavy Operator armour as a set, costs less than 2000 caps while the Recon Marine armour costs around 35,000 caps. It's (Operator armour) slightly better, and much more affordable then the Recon Marine armour
That's okay if you're fighting Children of Atom armed with nothing but gamma guns, but feral ghouls and a variety of other enemies (including anyone with a radium rifle) have radiation as an extra effect on their regular attacks. That's where the radiation resistance really helps.
That's because the recon marine armour is already legendary. You'd have a closer comparison from buying the zealot armour in the Nucleus, which is non-legendary marine armour (though you can't buy a helmet there).
Note, of course, that the zealot armour is the weakest version; the assault (used for the recon armour) and inquisitor's versions are the ones comparable to heavy Operator and metal Disciples armour. There's a different downside there in the hefty perk requirement to switch those zealot pieces over to being assault or inquisitor's, which you'll want for the leg pieces since there aren't recon versions of those (and you can't count on Atom's Bulwark spawning as a leg piece).
You'd still want the metal Disciples armour for the chest piece, due to the notably higher energy resistance of its improved form.
So again Base Numbers its the Strongest, but indeed at the End... it dont realy matters and a lot depends on the Build whats Best (Effects on it and so on) and your own personal preferences :-)
