There's a ghoul doctor behind arc-jet but she's right in the middle of a radiation pool so you might die from rad before you can finish the conversation to heal you.
If you have automatron dlc you can build an arch to heal radiation but i think you need to meet up with Ada first to unlock it.
There's also Nuka grape from the nuka world dlc but might be harder to get to then diamond city :P
The best you can do is avoid random encounters and go straight to diamond city. It can be done without meeting any mobs but you need to know the spawn points.
Everywhere you go prior to heading south to DC there are buildings in which to ride out storms and even when you take a hit it should be rather minor.
I think, but have not proven, that the loot drops in the Vault 111 area are fixed to give players a decent starting kit.
If you're near a building, you can sleep 1 -2 hours when a rad storm first appears and for me they go away in that time. You do lose any 'Well Rested' perk you're carrying and any adrenaline boost.
Cooked Mutant hound meat also cures rads but that's not easy in the early game.
Last two starts I made didn't get one outside the vault. Did in sanctuary though, always check the bathrooms!
Simply sitting on a chair and waiting for 2 hours also works. You only get Rads from the flashes that you witness, and since the time is skiped wile you wait, you dont get any rad.
Or a more realistic way of waiting the storm out, you could enter any building that had a loading and wait up inside for 2 in-game hours. (ex: the storm cellar in sanctuary)
I used that second methode quite often on my 1st survival playtrough before realising that waiting skips the rad buildup anyway.

The arch is buildable right away you do not need to meet Ada first
