The combination of Melee and Comando is fairly compatible. Get Spray n Pray and the game is easy.
You only need 8 in INT since the bobble head is easily retrieved and you really don't need power armor early in the game since until you can trade Fusion Cores they will be in short supply.
He has a good tutorial. The 30 hubflower run before leaving Sanctuary is worth the watch by itself for anyone that goes low CHA and relies upon grape mentats to boost trading.

Edit: I've played a very similar build to this and it is very viable. Get the 2076 World Series Bat and send Deathclaws flying can be a lot of fun. Pain Train is very handy for stunning enemies before you lay the lumber to them.
