There really isn't one yet. Most mods only change specific aspects of the game. You have to overhaul everything yourself by combining mods.

Well, Frost is okay. Still being worked on and won't be done for a while. Don't forget it's extremely buggy, more than Vanilla. It's the same kind of overhaul as Dust was for FONV.

Frost is definitely good. It really does change the world. But as Fallen said, they are still working on it.
