Vault-Tec Workshop Unlocked Mod?

I have a character idea that works better if I can build vault settlment pieces before doing the vault 88 questline. I've been looking around but can't find any mods that unlock the vault pieces independant of that quest, but it seems like it would be a simple mod. Does such a mod exist, or is my search in vain?

That does a bit more than I wanted, and seems like it might mess up some quests, but it's definitely worth trying for now!
