Most weapon shops offer at least 1 PA frame for sale, but no parts.
And as Hobo said you can get the pieces from Atom Cats and on the Prydwen.
But you don't need to buy them. There are suits scattered all over the CW. There are a lot of them under lakes and ponds.
Edit: Oh and dont run around looking for suits at a low level. When they spawn the type i.e. T-45, T-60 is based on your char level. So if you don't wait to search for some at later levels all you'll get is T-45s. And once they spawn they don't respawn later.
Naw, even ths one is leveled. If you show up too early it may be T60 instead. (t60 is the lowest it can spawn I THINK though.)

Diamond city surplus will stock EVERYTHING. All power armor parts, they even have them modded, and legendary stuff for sale.
Otherwise I just buy from Atom cats, and sometimes Tegan.
There is another mod I use so the Brotherhood of steel uses T-45 and the T-50's for their lower ranked ground troops.
The reason I collect so much power armor is I use another mod, that will let your settlers use it.

There are other mods that will also let you craft your own power armor, I forget which one I use.
You can steal the X-01 helmet behind tegan if you pick the lock on the door. If you are over level 25 you will find a full suit (or nearly full suit) when you do the quest in Goodneighbor with Bobby.
If you have the Robot DLC you will find a full suit in the rust devels hideout.
I was going to ask that question too. The grade does change with level but whether finding T-45 at level 5, leaving it and coming back for it at, say, level 40, means it will still be T-45, I don't know.

Once a set spawns it stays that way. This is why you dont go running all over the commonwealth at low levels. The game remembers the frames and what is inside them. This is why that Iron Man mod was able to call power frames to you by using the frame id.
Some frame locatiosn also have a maximum level they will reach. For example the suit above Greygarden maxes at T-51, the one above Finch Farm maxes at T-60, etc.
BP's point about not blundering around everywhere at low levels makes sense. Equally, it seems the player can lock several sets of PA at T-45 by simply entering cells that are close(ish) to Sanctuary. There is a set at Tenpines Bluff and that's one of the first - maybe THE first - location for the Minutemen settlement quests. There's another not too far from Corvega, the location that has to be cleared after making contact with the Tenpines Bluff settlers. The player is actually enticed into going to these locations at the very start of the game. Doing the Concord quest automatically sets these quests in motion and the player isn't warned, "don't go there yet!"
It makes sense to prevent the player grabbing high grade sets of PA at very low levels. Prevents the player beoming an impregnable tank too quickly. But locking sets at T-45 by dint of doing nothing more adventurous than progressing a quest line, that is added early on, is slightly annoying. The two sets mentioned above can't even be acquired without lock picking or hacking perks. A low level player is unlikely to add these perks until they have buffed up combat-based skills. They can go back later but having simply entered the cell - even sneaking through it - means they are stuck with T-45.
It's an annoyance more than a game breaker. There are so many PA locations, it's not difficult to acquire higher level sets as the game progresses. Maybe it would have been better if some PA sets didn't spawn at all, until the player reaches a certain level. The Railway Rifle at Bedford Station seems to work like that.

It only discourages exploring BEFORE like level 28? Level 28 is all it takes to max out a X-01 capable frame.
Also those other cells that have frame cap out will cpa out at evne lower levels.
I think you need to be about levle 20 for that to spawn. Also check undernath the car it spawns in.
