I just read up on that mod and it seems it's only function is to allow you to make 2 different pairs of glasses to detect synths and unassigned settlers in a settlement.[The author may have added 1 or 2 others sets of glasses for visible defence damage and some other thing you don't need]
Op, other than a possible bug with your Settlement Aid Program mod, you have no mods that would cause your issue.

Thanks for the info. 1000+ hours into the game and I've never built there. I'll get to it someday. :)
