Even Player-Enemy Damage
I'm trying to use mods to make it so that I take the same amount of damage under the same circumstance as an enemy does. The primary mod I'm using for this is "Arbitration" (http://www.nexusmods.com/fallout4/mods/2037/), set to 3x enemy damage and 3x player damage (which is intended to overwrite the default multipliers for Survival).

To test it, I've been spawning a basic gunner, leveling myself to level 8 (the same level as the gunner), and seeing how many shots it take me to kill him and him to kill me with no armor on each of us. And yet, with my 7 Endurance, it take him 1-2 shots to the chest to kill me, and it takes me 5+ to the head to kill him. Can anyone explain why these numbers are occurring, and what I might do to even them out?

Because, enemies have perks and stats as well. Your spawning a gunner, really good with guns, give him a melee it won't be so easy for him.

Also, how do you know your even using the same weapon?

Right, but unless their perks work differently, he has at most +40% damage to that pistol, which still doesn't account for that level of difference. Especially since I lied and actually still have spike armor on when he 1-2 shot kills me.

So do their perks work differently or is something else going on?

Should work the same in effect, but they don't require prerequisites or levels. Each time your spawn one, he is different the the last, how are you making sure your both using the same weapon considering mods?

I kept killing him, taking his weapon, and resurrecting him, and the weapon was the same each time. That's good to know about the prereqs, I'll try it out with a similarly-leveled raider and see if that changes things.

Also, a gunner is a mob you really shouldn't be tangling without prep at the level. The mob you would want to try would be the Conscript. Because of your damage levels, set roughly at a hard level, the basic gunner is tough.

I just realized that when I resurrect the Gunner after leveling myself up, his level actually scales again, so that's also not helping.

The basic Gunner is actually a lower level than the Conscript according to the wiki.

I see, generic gunner. I thought you where using a private.

The idea is that I'm trying to use Alternate start and console commands to RP as a Gunner deserter looking for merc work in Goodneighbor, so I want to start myself on equal footing with a low level Gunner, but it may just not be possible.

I see. There is a lot more going on then just damage. Survival boosts all stats of your enemies. It was poorly done IMO, but there is a mod called survival options that can fix it. It will alow you to configure all aspects of survival.
