Tried that. It didn't help.
No, I didn't deactivate them until this problem came up. Tried to figure out if a mod which mod was causing it, but none of them seems to be the culprit. I didn't uninstall any mods, but after I did an uninstall of FO4 with Revo to remove all traces of the game (since uninstalling through Steam didn't help), NMM has no mods listed in the load order on the "plugins" tab. Everything is still installed though on the "mods" tab.
Like I just said above, I didn't remove any until this problem came up. I think the only mod that touched Goodneighbor was "Atomic Radio and Tales from the Commonwealth". It places a companion in the Third Rail.
One of the mods are the culprit. But it's embedded into your save file so removing the mod makes no difference. You don goof'd, OP.

I use those mods with no problem, So unless he installed it wrong that is not the problem
There are many mods that modify Goodneighbor and not all of them are done right, and even the ones that are they do not always play well together. There is even one Goodneighbor mod that mess up the workbench in Sanctury
That one has me scratching my head. the good news is I only lost a few hours to it. But it did require a new start
is there a way to show a list of the mods without me typing them all out?
I don't think it was installed wrong. I used it with my first character and the Third Rail worked just fine in that game
