Fallout 4 frame rate capped at 24 fps
Since the new nvidia driver update of my gtx 770 (382.33), my frame rate in Fallout 4 (and only Fallout 4, my other games are fine) appears to be capped at 24 fps. My selected resolution is 1920x1080, which is also the native resolution of my 60 Hz tv screen. When I change the resolution the fps goes back to normal, but for obvious reasons I want to avoid playing on lower resolutions.

Has anyone else had this problem before? I'm not 100% sure this problem is due to the new drivers, but I know that a week ago I didn't have this problem, but I do now since I installed the new drivers a few days ago. Any help is appreciated.

I was trying to avoid that, given that it only affects fallout 4, but I will see if that solves it if I cannot find an alternative solution.
look for isetinterval or something like setinterval or ipresentinterval in the INI files (you'll have to look @ all of them) and knock off Vsync by setting it to 0.
It runs at 30fps constant for me if I don't take it off, can't stand it. I can do 100fps without vsync easily, down to 30fps in town, but it won't go over 30 with vsync on here on my RX 480 8gb.

That indeed does the trick. I'm still curious though as to what suddenly caused the issue. It seems like the game thinks my refresh rate is 24 Hz or something. Still, thanks for the advice.

Makes me real glad I got a cash-and-carry special on this 40" 1920x1080p screen at the pawn shop without those smart features or 3d this or that... yay for being frugal!
I actually didn't know 3d could do that stuff, sheesh, guess you learn something new - thanks there for that, will keep that in mind for next folk that ask (I can't see the 3d effect anyways, one eye doesn't work wortha beans, physical brain injury).

My tv does not support 3D. However I found out that there used to be a bug with older nvidia drivers that capped your fps to exactly 24 fps. This guy had the same problem, but for Crysis:

Fiddling with alternative custom resolution presets fixed it for him, so I will try that out. Turning the Vsync setting off in the INI files is a good temporary solution, but the screen tearing is atrocious...

It's annoying as hell that it only affects Fallout 4, there is always something not going well with this game :p

Yes. It takes quite a while to get it to run optimally, but when you do... it is a wondrous joy to behold. Like an angel taking flight over a dew speckled lawn of roses. :)

I have fixed my issue completely by running the game in borderless windowed mode. Everytime I launch a game or any other media like movies etc in 1080p, my tv adjusts its brightness automatically, which it strangely no longer did for Fallout 4 since a few days ago. I have no clue as to what the issue was, given I have no problem with my other games. It seems my tv can no longer recognize I'm running Fallout 4 in fullscreen. But anyways, I'll leave it in borderless windowed mode for now. Thanks for all the suggestions.

If anyone else still cares, it is not a driver issue, I rerolled my nvidia drivers to the previous version and the bug still persists on fullscreen.

It's quite enervating, the problem occurs when playing Fallout 4 and Battlefield 1 (those two games for now) in fullscreen and in 1080p, only then my frame rate is capped at 24 fps. For example, when playing GTAV, the problem does not occur. When I check the nvidia control panel, my resolution is set to 1080p, the native resolution of my monitor (tv screen) with a refresh rate of 60 Hz. It just seems that for some of my games, something is interfering with the selected refresh rate.

I'm getting 84 fps, if your using a router try changing the channel to channel 1.

I think I fixed it. I booted up the game, Alt+Tab'ed and opened the nvidia control panel. I changed my resolution and refresh rate to whatever and then reverted it back to normal while my game was running. It now plays again in 1080p fullscreen at 60 fps, as does battlefield 1. Thanks for the help.
