Think most other places you hit the height limit, except Spectacle Island, but that's just a huge settlement playground all around.
Those are the only three outdoor ones I had issues with hitting the ceiling. That is with building structures 3-4 stories high. I never really aimed at going for height to intentionally hit the ceiling.
I think either Abernathy or Outpost Zimonja had the highest ceiling, was around 10-13 stories. One story equaling the height of vanilla walls, not warehouse/barnwalls.
Only issue with the Red Rocket roof is that it isn't navmeshed. If you want settlers to walk on it, you have to lay new floors down. Sucks.
ALways forget about Abernathy Farm since I never use it. It has that huge Tower sticking up out of it. Think you can build to the top of it.
Didn't know that so thanks. I seem to recall there is an issue with the ground level navmeshes at Jamaica Plain.
