I tended to only eat Cram since its rad/hp ratio to weight was most acceptable compared to all other prepared foods so I wasn't actively seeking out dog food. But I don't remember it being particularly rare.
Well, as I said, I don't eat it, I save it for building/fixing traps. I've been messing around with settlement mods, so mostly spending time zipping between the four or five I've got totally built up, and run out of dog food easily.
(And I haven't even touched Concord yet; this is meant to be a BoS playthrough, because in my thousand or so hours of playing, I still haven't seen this "Liberty Prime" thing I've heard about. I'm mostly just messing with what I can do with small settlements + a treehouse platform + sim settlers. And no, I didn't notice the relative rarity of dog food until this time around, either - lots of Cram and Salisbury steak and such - I have modded recipes for that stuff - but dog food? Catch as catch can with that, even in the abandoned old stores. It's like people preferred to eat pet food, over the equivalent of Spam and Swanson's TV Dinners. And now that I think about it ....)
Hmm. Good point, seeing as how they usually have ... dog-things around (though I'd just assume Supermutants would feed their pet monsters long pig, the same as they eat themselves, but hey, maybe they think that's too good for their dog-monsters ...)

(You know, I probably have as much fun modding tes/fo and talking about silly little things in them, as I do playing. Anyway, it's probably a good week for silly small talk about nothing.)
..Why would hospitals for humans have dog food? ... Come to think, no veterinary offices around, either. Huh.
Hotels, I can see, at least ones that allow pets, though I doubt they'd keep it in their supply rooms
