Second, try fast traveling back to sanctuary, sleep 24 hours and fast travel back. (In survival mode just go do quests away from the area for 24 hours.) Then return and try again. Often the clock needs to move and the cell reset before the quest will work.
Finally, try using console commands to setstage for the quest to move it alone. Be sure you have a good save (a bed save in Survival).
After that you have to start looking at mods. Begin with mods that effect NPC/Settlers/Companions and then move to the more innoccuous.
Honestly, in several playthroughs I've had maybe 2-3 quests bug and the first two options I gave you was sufficient to solve them.

Tha tis how it always started for me. Never once had to do anything special.
Some things that MAY be blocking you would be not doing the interview with Piper or your level.
You dont talk to the guards directly. They just speak at you. There is many quests you receive this way.
