Learn how to copy files in windows and then create a simple batch file to copy the contents of your Fallout 4 save folder into a different folder and run it each time you exit the game. This will ensure that you have those saves that you are lacking even in Survival mode which restricts you to a set number of saves.
P.S. If your not playing on Survival mode, then I'm unclear why you don't have a save from before this became an issue.
The OP was asking for a command to "continue the quest", Not to unlock the elevator. In which case the wiki DOES HAVE THE QUEST STAGES POSTED!

I did google it, I tried the fixes I read and they didn't help, so I came here for answers. Don't assume that just because I couldn't find the answer it's because I didn't bother to look. Thank you to those who actually posted helpful responses and cleared up that it's not a glitch at all.
Also, the reason I don't have earlier saves is because I obsessively delete them. It's a bad habit I'm trying to stop doing.
I am quite late to this thread, but I hope you see this. Just wanted to comment that I was trying to skip through this quest because I have cleared Nuka World 5-6 times through my different runs. I simply did not want to walk through Kiddie Kingdom killing ghouls again and wanted to skip this.
