This is literally useless. It doesn't factor in weapon modifications at all. It is what I used initially already too and if you read my initial post I had a conclusion but was wanting someone else to confirm my conclusions.

Arguably a plasma 'flamer' could prove the most absurd of all of those.
Assault rifles are very common at higher levels. Because settlers don't need more than 1 ammo can one make these automatic and doesn't have to worry about wasting ammo. Best scopes give best accuracy. And silenced because it draws less attention and can give settlers a sneak damage bonus.
And yes, NPCs apparently can get a sneak bonus, which I had to learn the hard way. Not sure how this exactly works, but even your average Raider can do quite some damage it seems when he's fitted with a silenced weapon and you haven't seen him yet.
Highest damage with settler is said to be had from Gatling laser rifles, but these aren't the most common weapons.
If you give your settlers better weapons, try to make sure that they won't instantly lay waste to their own food supply when they open fire, either by giving them weapons that are less dangerous to crops (high damage per shot, rather than high firing speed), using crops that are harder to damage, or keeping crops protected from being easily caught in the middle of battles. You will otherwise learn a particular hatred for corn.
