Report a translation problem
I'm guessing it's more of a lag than a hack because a similar thing happens to mobs in co-op. Maybe servers are just overloaded at certain times of day, maybe they're just trash to begin with.
I was going to second the latency theory, as I've witnessed egregious levels of lag in multiplayer which resulted in players not receiving damage when they clearly have been hit. Then again, according to what the Op described, it looks like they ran into cheaters.
No idea what causes players to cheat. Not being able to live a power fantasy otherwise? Not wanting to have "their playthrough" interrupted by others? No idea, really.
