My personal tastes are using the exhile for pve and the great club for pvp.
There are some weapons which are considered better than others (in pvp), mostly found in one of the dlcs, not because they are this much better in damage but because their moveset/abilities can essentially be abused to have the edge over players that are unfamiliar with the weapons mechanics.
Infusing your weapons with a gem that matches your stat distribution best would be sensibel, as is reading up on what weapons scale in which way, like urabe mikoto already mentioned.
Having better scaling does not mean that damage will be higher. There are also other factors that can make a weapon better than others. For example, Bastard Sword can often surpass Claymore on damage, but it is still an inferior weapon (range is too short, no poking attacks, WA is less useful etc). Splitleaf, Exile and Claymore are all good STR weapons. You will be fine with any of them.
