Report a translation problem
Just posting this, because I have the very same processor, the i5 6600 non-k, the same video card, apart from only having 8 gigs of memory. Motherboard is an Asus B150 HD3P and obviously Dark Souls III is installed (since release) on an SSD here. It should make NO difference if this game is on a regular HDD, as loading times should really be no issue at all with this game.
So from my point of view, it doesn't seem to be a problem with that hardware combination. Although the GTX 1060 suffers a bit from DPC latency, which was fixed by Nvidia two or three driver versions ago.
Did you set Power Settings in Windows to "high performance"? If no, you should to so.
Other plans sometimes produce weird things, like having stuttering despite the video card working hard.
Also you should check your Nvidia Control Panel itself, going into 3D settings-> changing number of prerendered frames and playing around with that setting a bit, like for instance putting this on "1". As well as setting the power management entry to "optimal performance". That way the GPU alwqays runs at full speed (I think, not sure), but this can quickly be changed after quitting the game. I just tried to translate those settings from my German Windows version, so I'm not really sure how those items are called in an English version.

I am using a gtx 980 by the way, maybe it's something to do with nVidia?
