Introduction:
After the Windows 10 update № 1607 (windows 10 anniversary update) people face to several problems in fullscreen programs (in cs go in most cases): low fps/floating mouse/low brightness and here is a solution of this problem..
I haven't found such guide and decided to create it.
How to fix.
Very important thing is that this problem can be due to various reasons but i`ll try to write them all.
Xbox app:
This problem appeared after the anniversary update. How to fix it:
First way to do it:
1. Run Xbox app (it is default pre-installed)
2. Login there with ur microsoft account
3. Go to settings
4. Then to DVR for games
5. And turn off DVR like on the screenshot.

Second way to do it:
When in cs alt+tab to any other window, then alt+tab back to the game.
OR
Change resolution and then back.
This you should every time you launch the game.
The Vsync:
This parameter can be in CS settings or in your videocard settings. How to fix it:
Find and turn off Vsync on CS settings or in your videocard settings;
Registry
Also you can turn off GameDVR in you registry. This solution is for those people, who don`t have xbox app. How to fix it:
Open Registry Editor (Run > regedit)
Go to HKEY_CURRENT_USER\System\GameConfigStore
Set the value of DWORD "GameDVR_Enabled" to 0
Go to HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\
Create key "GameDVR"
In (HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\GameDVR)
Create DWORD 32bit called "AllowgameDVR" and set to 0
Old Windows, thx cap
You can install the old version of windows where your game is working normally.
But you should clear all data from you computer and install windows clearly.
