I dunno. Lifedrain can straight up one shot phantoms at lower levels, even if you don't have FP. It's more useful against inexperienced players than you might think.
So you use the fan mostly to deal the counter damage of the next hit, you can probably use the leo ring for more damage.
Also it can get parried, quite easily since the short range means the chance of your catalyst colliding with the enemy parry is quite high.
In theory, yes. But no one goes up to a catalyst and hits parry. And most straight sword parries happen on the second or third strike, in the scenarios where someone is spamming Mouse 1 with a straight sword. Can't work on Flame Fan due to the stagger on hit.
Flame Fan's damage is equivalent to a straight sword with a pyro build. But its real power is the stagger on hit. If people try to swing or parry through it, like against a straight sword, they get just get hit again.
Try it on a pyro build with Astora GS, and it's impressive how many people it catches. They look at the great sword and the pyro hand and think "ok I just need to avoid the GS and get close and behind him" and wham, the flame fan hits them. It's basically a hidden straight sword with stagger that you can summon up at will.
Flame fan sucks, slow moveset, can be parried and IT DOES NOT have a hyperarmor breakpoints as UGS
