Plug both the Controller via USB and BT adapter to your PC. Let Windows Install the native drivers.
Download SCPToolkit, latest version and just follow the installation instructions. Now they will pair, and whenever you press the PS Home button, the controller will turn on for Wireless. And for Wired, you just plug it in.
Then you can setup when it goes off when it is idle, or just press the PS Home button for 15 seconds to turn it off.

Also, afaik ps3 pads have to be reset if they were previously paired with the console, there's a little hole in the back of the gamepad, that's the reset button, just use a toothpick or something and hold the button down for a while.
Where can I get a secure download of "ScpToolkit clean wipe utility" ?
