A quality build is a build with equally high str and dexterity to the soft cap for both str and dex. This gives you the highest phsyical dmg a weapon can ussually use and will allow you to deal maximum dmg with it.
To further point, split dmg is very bad in darksouls for mid to late game pvp, while high single type dmg is prefered. So either high phsyical, or high lighting for example.

As an example, a Long Sword or Lothric Knight Sword with Sharp or Refined infusion might get 2 or 3 attack, according to the level up screen, per point of Dex. But at 41 and beyond, it would be more like 2 or 3 Dex for 1 attack.
So quality builds and Refined gem lets you get a lot more attack for the same amount of levels.
