Yep, exactly... Something is going wrong here that has nothing to do with the quest but your game/save... You should be able to interact with the tree, that not working has nothing to do with the weresheep quest line...
Bugs in game/ with save files = without a doubt
Bugged quests = not without a bugged game/save
Dead end quests = I am sure there could be though I have not seen/experienced any
As I have said, I have ♥♥♥♥♥♥ this quest multiple times without killing/talking to the ghost weresheep; I have also completed the Nick questline exactly how I described... Once again though I don't run mods and my system is solid, haven't run into a dead end quest (and there is a difference between a "dead end quest" and a "bugged quest") personally a single time...
2. Inside Boreas's Treasure Room in Hiberheim Castle, you can find on one of the tables a note labelled "The Last Weresheep". Read it to update the quest.
3. In the laboratory in Maradino's Lair, you will find a note called "Weresheep Recipe". Read it to find out that the Weresheep likes Stardust and that its body will be found in the Dark Forest.
Edit: just read you posts again and saw that you had done all of these... Hahahaha
