Does anyone know where it is in Rombus square? I'm looking for it for the old man's book quest

Yes, actually. I think it was the chest in the first area, north, on top of the balcony. There are blocks in the way that you need to get rid of before you can get there, which you can do if you have just the right angle and shoot from the bridge beside it.
I recall the NPC mentioning it being powerful

Edit: They made sure you cannot see it from down below, but considering the area is difficult to get to in the first place, it is quite suspicious. You should look around closely there.

Where DO you start this quest? I have the galaxy drill right now and have been unable to find the old man

You need to pick up the book that the old man left behind after the galaxy drill trade to actually start the quest. After that, he should be in the Cave Inn.

I forgot to mention that my save is from before 1.0 and I've heard there is a bug out there for those that have the Galaxy Drill before 1.0

So, I had a save from before 1.0 where I had already gotten the Drill + the book, and what I did (that worked for me) was equip the drill, then walk into the area in the Cave Inn, and he appeared for me - he did not do this previously when it was unequipped.

I am unsure whether this will fix it, but it did for me so hopefully will for you too.
