Can't set it to 60 hz / FPS
I just got the game and am testing it to see if there are any issues in case I need to refund it and one thing I noticed is that it refuses to let me change the HZ in options.

Like it is set to 1920 x 1080 144 HZ, and when I change it to 1920 x 1080 60 HZ it asks if I want to save these settings, I say yes, and then it just still says 1920 x 1080 144 HZ and didn't change.

Also when trying to use the "FPS cap" option that doesn't seem to do anything. Turning that on turns off Vsync and if anything seems to make the cap higher. ~400 FPS.

I want to just play at 60 FPS, no matter what option setting I have to use. But FPS cap doesn't do it, and trying to change it to 1920 x 1080 60 HZ never changes anything either, it just stays at 1920 x 1080 144 HZ.

So far I can get it to 144 FPS at that setting, but I don't see why I can't cap it to 60. I'm guessing it's not a big deal to play with it at 144 fps on a 2d game, but I just prefer to always play games at 60. Any help would be great, ty.

One option would be changing the FrameRateCap in the Config file. Right click the game in your library, click, browse, then go to hollow_knight_Data and you should see the Config file there. Change the FrameRateCap to whatever you want.

Another way would be changing your display's refresh rate by right clicking the desktop and selecting Display settings and then Advanced display settings (assuming you're using Windows 10). Keep in mind this game doesn't have a true exclusive fullscreen mode so this method may bring in additional input lag.

And for the monitor Hz, I think you need to set the game to exclusive Fullscreen:
-screen-fullscreen 1 -window-mode exclusive
Exclusive Fullscreen worked in v1.4.3.2, but I'm not sure if it still works in the latest version.

Why do you want to play Hollow Knight @ 60 FPS? This game benefits greatly from having a 144Hz monitor.

I just don't like hearing my computer roaring / straining when it runs more FPS than I need. Like I tried replaying an old YS game and it was running at hundreds of FPS and I noticed I could hear my computer's fans were way louder.

I'm guessing it's not an issue playing on 144 FPS but I think 60 FPS is fine for me. Just can't figure out how to get Hollow Knight to use 60.

The FPS cap uses the setting in the config file. By default it's set to something stupid like 400 FPS or (in my case) -1 (i.e. no cap at all, which just means the FPS cap option doesn't do anything).
reznoR's guide shows where the configuration file is. Just open that, change the cap to 60, then turn the FPS limiter on from inside the game and it should run at 60 FPS.

Ok ty for the help guys. Yeah I think I saw in posts online others say the fps cap was setting theirs to 400 also.

Thanks for your guide, rezno. I might also turn off screen shake and controller vibration once I start playing so knowing I can do that also is useful, ty.
