Another way would be changing your display's refresh rate by right clicking the desktop and selecting Display settings and then Advanced display settings (assuming you're using Windows 10). Keep in mind this game doesn't have a true exclusive fullscreen mode so this method may bring in additional input lag.

And for the monitor Hz, I think you need to set the game to exclusive Fullscreen:
Why do you want to play Hollow Knight @ 60 FPS? This game benefits greatly from having a 144Hz monitor.
I'm guessing it's not an issue playing on 144 FPS but I think 60 FPS is fine for me. Just can't figure out how to get Hollow Knight to use 60.
reznoR's guide shows where the configuration file is. Just open that, change the cap to 60, then turn the FPS limiter on from inside the game and it should run at 60 FPS.
