Is Isma's tear required to get to the teachers archives?

If so do i have to fight the traitor lord to get it, going for under five hours achievement.

It's not technically required, but moving around in the Teacher's Archives is practically impossible without it, so you're better off getting it. I think the only things you need to get it is defeating the Dung Defender and getting the Crystal Heart. You definitely don't have to beat the Traitor Lord; that boss is not required at all for the first ending.

You get Ismas Tear from The Royal WaterWays after you defeat Dung Defender. You do need it to get to Teachers Archives, but there is a skip you can use to get there without it. It isn't that hard to do, but does take some practice and requires wall jump and crystal dash.

And the Crystal Heart is already required anyway, since you need the Monarch Wings to reach Lurien (unless you sequence break and pogo up there off the environment).

You don't need Crystal Heart at all for getting Monarch Wings, though. You can nailbounce across the only obstacle you'd even think you'd need it for.
