Not sure but I think at Gran Soren. I never really bother with the shop at Cassardis and I'm not sure if they updated it once you are gone from there and are higher level.

Gran Soren and you need to be level 10 and change your vocation to ranger at the inn to use it.

As soon as you get the quest for Bitterblack Isle. Simply run past the enemies in the first area and head into the court, after the cutscene, buy one from the guy with the Golden Stillettos. Alternatively, you can rush the quests to Gran Soren, but personally I think that takes more time and effort.

I was about level 15 by the time I got mine, but that's simply due to me waiting to get rank 5 Strider before changing over to Ranger. Just make sure you buy a Lifestone from him as well if you're not comfortable running past all the previously pulled enemies and then change Evocation at the Woman near the notice board.

As soon as you leave the starter town, before you make your main pawn. The rest camp on the way to shadow fort sells all the starter gear for advanced and hybred vocations.
