Ruminator's monocle, is it actually useless?

Found this object in my private chest at the inn.
Description says: "An eyepiece with no special properties to speak of, other than lending its wearer an intellectual quality."

Yet I went to see a merchant to see what it was worth and it's more than 300.000 gold coins.
Is it really useless?
Looks like some kind of hand-out given by a DLC, though. Not sure I want that money.
