If the .mdl file is not a Valve model, then you have to find a decompiler that will convert the model to a format that is importable to Blender or a Blender Plugin that will import the file in question.

if you mean blender or any other 3d app isnt showing your .mdl they wont
you need to decompile/convert (using most commonly "crowbar" https://steamcommunity.com/sharedfiles/filedetails/?id=791755353 ) then import it with an smd or dmx file.
When I searched for an add-on that would allow me to read .mdl model files, I found an add-on named after the game's title.
Does this mean that each game requires its own add-on?

no Crowbar is a tool made for decompiling/compiling and to help aid in (specifically) source engine games..
if you could explain more.. what game is it? what error are you having when trying to decompile? etc..
