Protect the firstborn quest and the hexe event

So I got the "protect firstborn son" quest where you fight hexes and some monsters. Have beaten some of similar quests.

SPOILER ALERT FOR THE EVENT

This one was particularly interesting.
Once the hexe to arrive an event triggered, where Hexe bargained with me for the firstborn's life.
The hexe offered either a green or blue potion. One for the body, one for the mind.

Hell, I took the green potion. Because reasons and I've never seen this event, so any event potion would be great.

I was wondering if anyone has ever had such an event and what the blue potion does?

Yep. About -10% in relationship with the faction.
Worth it, I think. Will save the potion for some endgame legendary raid.

It gives you one 'veteran' levelup. It means that you will gain a level where you can only add +1 to any three attributes.
And, it doesn't actually rise your level.
I've tried using it for level 4 bro. He remained level 4, however, I was able to increase his three stats by +1.
And tried it for level 13 bro. He remained level 13, with +1 to three selected stats.
