Not really worth it under normal circumstances I think.
Getting really promising new recruits up to snuff before they die... plus you have excess money and the citadel isn't selling anything expensive you want. But yeah, as with most things in the game it's overpriced. But the economy would be easy if things weren't.
The practical purpose of Training Halls, just like the purpose of the Student perk, is to allow you to powerlevel new recruits when you already have a well developed mercenary company and suffer casualties you need to replace quickly or find some exceptionally talented new recruit.
They are invaluable for that purpose - paying a few thousand every few days and taking the Student perk to halve the time a new character is leveled to level 11 is peanuts once you have a veteran company.
Paying for use of the Training Hall early in the game, however, is an excellent way to waste money that would be better spent on equipment, wages, or churning cheap recruits to find those with good prospects, just like taking the Student perk in the early game when all mercenaries are lowlevel is an excellent way of ensuring that the company is substantially weaker and suffers more problems until it hits level 11 due to the missing perks.
Put it another way: If you are at a stage in the game where blowing 5-10k gold on powerleveling a new recruit seems expensive to you considering your current balance, cash flow, and other options available, then you should probably stay away from the Training Halls.
Unless with few situations mentioned above its too short.
