Anyway, you can know the exact amount of Tools needed by mousing over the Tools icon after you've set an item for repair. The cost will appear.
Then it's a matter of knowing what effective price you will get out of it. They vary according to the settlement type (cities buy and sell for more) and if that settlement is affected by some event (ambushed routes make for higher prices too).
I have herard mention of weapon tier levels, what does this mean and how can i tell?
Is there a list of low lv, mid lvl, high lvl weapons?
Look at the remaining durability of the item. If that number is equal to the selling price, you would break even when buying tools for 300 (a stack of tools repairs 300 points total) to repair it. Usually you buy tools for closer to 200, depending upon the map, but it's an easy and good place to draw the line unless tools are not at all scarce compared to your needs. The selling price should be greater than durability to make a worthwhile profit.
So if a damaged item has a higher selling price than durability, repair it and sell it at the big harbor city or somewhere similar. When not in town I tend to estimate selling price by dividing the displayed value on the item by 6, but the big harbor city should give better than that.
Try not to sell things you might want to use, though.
After the early game, I try to only sell at cities where I have a good rep and can get a good price. Moreover, I only repair stuff worth 1000+ at max durability. This works well and can get you a modest profit. Anything worth less than 1000 gold I don't bother repairing, and will sell at the nearest village.
You must mean displayed value on the item. If it's armor you might not be making anything following that rule. And weapons, having lower durability, do not need to display 1000 value to be profitable to repair.
My rule is also simple, but works better. If durability is more than selling price, don't bother repairing for profit.
This is exactly what I was saying. Anything with a base value of over 1000 gold seems worth repairing and selling, at least at a good reputation town/city. Never sell anything at poor villages if you can help it.
The spreadsheet (which is an accurate tool), doesn't go by worth or base value alone. It compares price gains from repairing vs tool costs for the repair.
Or in other words it decides based on worth/durability ratios after factoring in tool cost and selling prices, which is basically similar to what Abel and Tephros are saying.
As Tephros stated, ignoring durability and just going with base value > 1000 would result in missing out on repairing weapons. Almost all tier 2 weapons (ie handaxe, military pick, boar spear) are below a base value of 1000 and you can still turn a pretty tidy profit by repairing all of them, selling at the nearest City Hall. Even a few tier 1 weapons, like shortsword (base value only 350) are well worth repairing.
