The third etching is linked to another quest (yup I got stuck there as well). The game points you towards the tower at Liethan's crossing as your second move, however you need to open a quest to get the NPCs to spawn that let you get to the opening in the Oldwalls to access the area with the third etching. For the two main factions you access the quests to take over Liethan's crossing from the Archons. If you beytrayed the alliance when taking the first spire, then you get the quest of Belden Mark. You need to select the quest for Liethan's in each case before the NPCs will spawn.

Its not broken/bugged, but it is a bit of bad scripting as the quest line for the spires tells you to go to Liethan's crossing as your next step, but you also need to open the quest from the faction leader quest line to actually complete the Spires questline.

Nope, you probably just didn't complete it. You have to press each node multiple times linking it to the proper one. You make a full circle and then also have the triangle symbol overlaying it. It's very very easy to figure out even with 2 of the charcoals because...you just imagine it being symetrical. Such an easy puzzle.

I thought the same thing, but to connect two of the circles, you need to touch them both, one after the other. so if something isn't connect touch a circle and then touch the circle you want that circle to connect to and it should work. I'm explaining it poorly but you if you follow my directions you'll see what I mean.
