well remakes typically does a retelling of the story making it a bit more well modern and different, which is why the mw trilogy remakes arent the same as cod 4 2007 mw2 2022 and mw3 2023.
this is a fan game based on the original idea of gabe newell and crew, with a more well depth to the game breathing new life to a dated game which isnt a bad thing if done right.
i would just call this a fan remaster since the story is still the same with better graphics and added features to improve dated gameplay elements
(MW2019, for example, is a re-imagining. TLOU remaster is.. a remaster.)

Remake = made from scratch while keeping (mostly) everything from the original source while adding more content to expand the world (the changes/additions are usually for the reason it got a remake, the fact that it probably doesnt hold up to todays standards, could be the story, gameplay, graphics).
crash, spyro, kingdom hearts, resident evil, yakuza kiwami 1&2, pokemon heartgold.
Remaster = they grab the already existing source code and upscale the graphics, sometimes adding a bit of content while leaving the base content almost intact.
final fantasy 9/10/12, dead island definitive ed, alan wake remaster, dark souls remastered, almost every first party nintendo switch game, the now cancelled saints row 2 fix could have been considered a remaster since it was planned to fix bugs and glitches, graphics, add cut content from the console version & achievements.
reboot = Same character of said franchise but a complete new world that detaches from its original source.

soft reboot = just like a reboot but this time it still follows the same plot but it changes so much that its almost feels like a whole new series.
halo infinite, god of war, doom 2016 (since its only called "Doom" but follows the marine from 1&2, skipping 3).
reimagining = considered remakes but they take the liberty of deliberating from the source material to expand its world.
ff7 remake, ratchet and clank ps5, tomb raider anniversary, metroid samus return, system shock, all resident evil remakes.
Even if they get label as something doesnt mean it follows exactly what theyre supposed to be. For example mortal kombat has gone through reboots and currently a soft reboot BUT all of them follow a continuity, 1 through 8 follows a linear storyline, then 8s ending sets 9 to take on the first game while altering the story which ends in 11 by changing the whole universe which led us to mk1.
Reimagining and remakes are incredibly similar, thats why sometimes people use the word "faithful" since some games get faithful remakes like pokemon diamond/pearl and others like resident evil tell the same story but with some changes to give a better understand of the plot which alters the original source (re3 cuts a whole section of the original), its still a remake cus it follows the same sequence but it reimagines the way its told.
You could say reboot and reimaginings can be used in the same context but a reboot is a whole new game from scratch which gives a bigger emphasis on the word reboot than reimagining.
Black mesa, while being considered a remake, the xen levels are a reimagining of it.
Longer answer: They added a lot and improved a lot of things. Its the same story but they added some extra detail and made it connect with the rest of the games in the series.
Xen has been redesigned and massively improved, and More.
The game is very worth playing, so if u have any interest at all, go play it.
Imagine Half Life was never release before 2020 , that's what you get with Black Mesa. A modern Half Life , timeless classic

The story is exactly the same. Just improved and expanded. Game starts like the original, ended like the original. It's absolutely canon.
It does what a remake does.. improve and expand without changing the core of the game.
