Report a translation problem
So restarting did not fix it, here are a few things to try.
Go to Black Mesa's "Properties" and then Set launch options and enter "-window -noborder" without the quotation marks.
If the above has not fixed it try doing this to fix the issue:
1. Verify your game cache once.
2. Launch the game with -autoconfig launch option for the first time after verifying cache.

After a successful launch remove -autoconfig from the launch options.
If the game still does not start there might be something wrong with vc++ or directx runtimes on your system.
Please try installing / re-installing both form the following links -
(VC++ 2013 runtimes -> choose x86)

-Right Click at your Steam.exe and select properties
-Open "Compatibility" tab and uncheck "Run this program in compatibility mode".
-If this didn't work do it for game's .exe file.

The next step would be to uninstall the game, Restart your computer and then reinstall the game.
No gpu, then? there is the issue right there...

Be sure to check the required system specs before purchasing a game if you know your rig is not that powerful.
I had same issue and I fixed this by two ways.If this doesn't work then:
Copy hl2.exe from Half Life 2 dir(if you have it) and put it to BMS directory
Remove BMS.exe and rename your hl2.exe to BMS.exe
